Special Program for Employment of Students (SPES)

The Special Program for Employment of Students (SPES) is a youth employability program that provides short-term employment to underprivileged students, out-of-school youth (OSY), and dependents of displaced or would-be displaced workers. The program helps augment family income while ensuring that beneficiaries can continue their education.

Who Are Qualified?

  • Students or OSY aged 15 to 30 years old
  • Combined net income of parents does not exceed the regional poverty threshold
  • Must have obtained a passing GWA in the last semester or school year attended
  • For OSY: certified by the Barangay or SWDO
Legal Basis

Implemented pursuant to Republic Act No. 10917, amending RA 7323 to strengthen youth employability and expand access to employment opportunities.

What Are the Requirements?

  • Duly accomplished SPES Application Form
  • Copy of Birth Certificate or valid proof of age
  • Parents’ latest ITR / CTE or Certificate of Indigence from Barangay/SWDO
  • For Students: Passing grade (Form 138 / Report Card / Registrar’s Certification)
  • For OSY: Certification as OSY issued by Barangay or SWDO
